Compliance & Outreach Manager (Program Coordinator III) - Pasadena, CA

The City of Pasadena seeks a passionate and experienced Compliance & Outreach Manager (Program Coordinator III) to lead the Compliance and Outreach Division within the new Rent Stabilization Department.

The key responsibilities of the role include:
• Communications, education, and outreach of rent stabilization regulations and department services.
• Overseeing direct client support provided by Housing Counselor staff.
The division is anticipated to grow to five staff members, including the manager.

The ideal candidate will possess strong program management experience in a government setting, including creating effective program communications and leading and motivating staff. The successful candidate has a deep understanding of rent stabilization regulations, excellent communication and interpersonal skills, strong writing and editing skills, and the ability to thrive in a dynamic environment with strong problem-solving skills and the ability to work independently and collaboratively. • Compliance - Housing Counselor Services
• Leads and manages a team of Housing Counselors providing direct counseling to tenants and landlords on rent stabilization regulations.
• Ensures information delivery is consistent, standardized, and impartial.
• Evaluate the effectiveness of counseling services through client feedback, data analysis, and quality metrics.
• Prepares reports for Housing Counselor activities and tracks key performance indicators.
• Establishes policies, procedures, and work plans.
• Outreach
• Develop and deliver educational workshops and outreach initiatives that empower both tenants and landlords to understand their rights and obligations under the rent stabilization regulations.
• Develop and implement campaigns to increase awareness of the Rent Stabilization Department and its services.
• Maintains positive relationships with community partners and stakeholders.
• Establishes an annual training program.
